(17) This matter is by the decree of the watchers, and the command by the word of the holy ones, so that the living may know that the Most High rules in the kingdom of men and gives it to whomever He will. And He sets up over it the lowest of men.

(17) The guardians have announced this decision. The holy ones have announced this so that every living creature will know that the Most High has power over human kingdoms. He gives them to whomever he wishes. He can place the lowest of people in charge of them.'"

17 By the decree of watchers the thing is, and [by] the saying of holy ones the request is, to the intent that people living may know that the Most High is Ruler in the kingdom of mankind and that to the one whom he wants to, he gives it and he sets up over it even the lowliest one of mankind."
